A structuring financing agreement signed in Nice between the Nice Côte d’Azur Metropolis and the EIB
On Friday, June 6, 2025, at 8:30 a.m., at EDHEC Business School in Nice, the Nice Côte d’Azur Metropolis and the European Investment Bank (EIB) signed a decisive financing agreement for the realisation of the Haliotis 2 project.
The signing took place in the presence of Christian Estrosi, Mayor of Nice, President of the Nice Côte d’Azur Metropolis, Deputy President of the Provence-Alpes-Côte d’Azur Region, and Ambroise Fayolle, Vice-President of the EIB, on the sidelines of the EC-EIB Adaptation Days conference.
Haliotis 2: a major technical project for the Côte d’Azur region
The agreement concerns the financing of Haliotis 2 (around €170 million as part of a global plan that could reach €250 million), an infrastructure for next-generation wastewater treatment and recovery.
With a total investment of €700 million, the project is designed to treat wastewater from 26 municipalities, representing approximately 680,000 inhabitants.
Designed to meet future environmental standards, this facility aims to become a European hub for environmental technologies, particularly in terms of energy transition, health performance, and climate adaptation.
EC-EIB Adaptation Days: a framework for climate strategy dialogue
The signing took place during the second edition of the EC-EIB Adaptation Days, a conference co-organised by the EIB, the European Commission, the EDHEC Climate Institute, and the EDHEC Business School.
Held in Nice, the event brought together 150 international experts around the central theme of coastal resilience.
The aim of these days is to structure dialogue between financial institutions, local authorities, and experts in order to accelerate the implementation of climate adaptation solutions in coastal regions.
The conference is held under the auspices of the United Nations Ocean Conference.
